A drowning hazard refers to any workplace condition or task that exposes a worker to the risk of submersion in water or another liquid to the point of respiratory impairment or death. Drowning hazards are common in industries such as marine and offshore work, construction near bodies of water, wastewater treatment, and any job requiring workers to be positioned near open water, elevated tanks, or excavations that may fill with water. Contributing factors often include lack of personal flotation devices, inadequate fall protection near water, swift currents, cold water temperatures that impair movement, and insufficient rescue planning, all of which can turn an otherwise manageable fall into a life-threatening emergency.
Workers constructing a bridge support over a river are required to wear personal flotation devices at all times while working near the water's edge; when a worker slips and falls into the current, the flotation device combined with a rehearsed rescue plan allows coworkers to retrieve them safely within minutes.
